Am I allowed to sue a minor?

One of the neighborhood kids slammed his bike foolishly into my two week old SUV. and one threw a ball at my god daughters bike purposely while i was getting it into my trunk. The parents blame me for keeping my car in the street (it was almost touching my mail box so it wasn't even close to the middle of the street) i was moving my car while they were playing. I'm 25 btw, am i allowed to sue the minors since it was their fault? This isn't even the first time this happened, once, they stomped on my flowers, broke my window, broke the door to my sun room and broke my mail box! I have spent over $1500 dollars to get those repaired (because I have one of those fancy windows on the side of my house that cost a LOT to get repaired and my mail box was one of those ones that locks to I had to get that repaired and a new key for both me and the mail man. I have given them TOO much mercy the past three years I've been living in my house. So can I sue them and partially the parents for not paying for any of the damages done to my car and my god daughters bike?
