Uninformed (bed bug problem)?

Last year, me and my fiancee moved in to an apartment complex that apparently had a bedbug problem in El Paso, Tx. We were not informed at the time. So we foolishly signed the contract. The manager has changed the mattess (to another that I think was also infected) and has brought in pest control, but as of right now, I have at least 12 bites on my body. He seems to be evasive on this issue (as well as others). What can I do? It makes me so angry. He also promised that he'd build a kitchen and a laundry-room and nothing. However, that wasn't on the contract, so I understand he fooled us there. However, on the bed-bug issue, I am extremely pissed off because if I had known about this, I would have run as fast as possible in the opposite direction. This pisses me off since I consider he put us in this situation without informing us, which I think is illegal, right? Is there anything legal that I can do? Anything helps.
